Led by a Chairman, the hard core of the Bureau comprises Members who are selected on the basis of their knowledge and experience in the different areas of expertise relevant to the objectives of the Bureau. The Chairman appoints Consultants and technical staff for their operational support. The Consultants so appointed form working groups termed as 'Think Tanks'.
